Capital Planning

Capital Planning involves the budgeting of resources to address long-term plans and needs. Expansion of services, upgrades, and replacements of buildings or equipment require effective planning and budgeting. Economic Development/TIF Studies

TIF feasability studies; TIF bond issues; TIF creation and modification--tax impact studies; review and evaluation of financial terms of contracts regarding services between the public and private sectors; assist in negotiations with redevelopment projects with respect to financial terms and conditions between the developer and governmental entity.

Utility Rate Studies

Bond Issuance

CarterDillonUmbaugh will consult and advise a municipality through the entire Bond Issuance process, from the initial “what-if?” stage through post issuance.
